Planning a Loft Conversion?

Loft conversions in Southend: what to know first

Southend-on-Sea City Council looks after planning across the whole city, including Leigh-on-Sea and Westcliff. Southend’s older terraces, conservation areas and converted flats each bring their own considerations.

Who decides

Southend-on-Sea City Council is the planning authority for Southend, Leigh-on-Sea, Westcliff, Southchurch, Thorpe Bay and Shoeburyness. If your conversion needs planning permission, that’s who you’ll apply to.

Conservation areas

Parts of Southend and Leigh-on-Sea are conservation areas. There, permitted development doesn’t cover dormers, so a dormer loft conversion needs planning permission. Some areas also have Article 4 directions that remove further rights.

Terraced houses

Outside conservation areas, a terraced house can usually gain up to 40 cubic metres of roof space without planning permission. Victorian and Edwardian terraces with a rear addition often suit an L-shaped dormer over both roofs.

Party walls on both sides

A mid-terrace house shares a wall with two neighbours. The Party Wall Act means both need formal notice before work on those walls begins, and it’s worth talking to them early.

Flats and converted houses

Many larger houses in Southend and Westcliff have been converted into flats. Permitted development doesn’t apply to flats, and if you’re a leaseholder you’ll usually need the freeholder’s consent before any work on the roof.

Fire safety on a third storey

Converting the loft of a two-storey house makes it a three-storey home, and building regulations then require a protected escape route down through the house, typically with fire doors and linked smoke alarms.
